Special Services Captain Mark Carman is responsible for the Palm Coast service area which includes the Palm Coast Traffic Enforcement Unit.

The Robert E. McCarthy Substation is conveniently located in Palm Coast on Old Kings Road, approximately one mile north of Palm Coast Parkway in the Professional Office Centre.

In October 2008, Sheriff Donald Fleming dedicated the Palm Coast Substation to honor Robert E. McCarthy, former Sheriff of Flagler County, 1983-2000. As the founder of the Flagler County Sheriff's Office Substations, Sheriff McCarthy's vision lead to the implementation of the Citizens Observer Patrol. Sheriff McCarthy devoted seventeen years of dedicated service to provide a safe and secure community for all Flagler County residents and visitors

Services: Fingerprinting, gun permits, vacation house watches, notary public services, VIN verifications, citation sign-offs, file police reports, obtain police reports, special detail requests.

There will be no charge for criminal registrations or for firearms applicants. All other fingerprints will be rolled.  

Our practice today:  

Criminal registration is done only at the Inmate facility.

All fingerprints are ink-rolled, except concealed weapon permit application.

Notary Public Services are available free of charge on most days.

 

Gun permits may also be obtained at this office between the hours of 8 a.m. and 4 p.m. Monday through Friday.

 

Sheriff Donald W. Fleming has stationed his volunteer division at the Sheriff Robert E. McCarthy Substation. The Citizens Observer Patrol is a group of dedicated volunteers who staff the Substation during normal business hours.

 

Captain Mark Carman is the Substation supervisor. A sworn law enforcement deputy, Captain Carman is available to answer questions from the public and he serves as the Sheriff's liaison to the City of Palm Coast.

 

Paul MercadoSgt. Paul Mercado, also a sworn law enforcement deputy, assists the captain. He also fields questions from local residents and can take complaints and make out reports based on requests from the citizens.

Fingerprints are done for the public Monday through Friday at the Sheriff Robert E. McCarthy Substation from 9 a.m. until noon and from 1 p.m. to 4 p.m and at the Inmate Facility Tuesdays and Wednesday's from 1 p.m. until 3 p.m by appointment only. Residents are encouraged to visit the Substation to find out the many services offered by the Sheriff’s Office.

VIN Verifications: Prior to registering a vehicle you may need to have the Vehicle Identification Number verified. COPs can complete this for you by contacting the Robert E. McCarthy Substation at 386-586-2621.  An appointment will be made to have a COP come to your home or, if the vehicle can be legally driven, you can bring the vehicle to the Sheriff Robert E. McCarthy Substation.  You can also have the VIN verified at a car dealer or with a notary public.
